Vote private enabled on BC Match servers.

Non-admins may now make the |BC| MATCH servers private using the /mastermode 1 command.

This should provide a better experience for all players and alleviate some of the recent problems with matches being interrupted by troublemakers.

    I remember doing this myself before. Maybe at one point I accidentally copied the permissions from the normal servers...

    I think it must have been when you updated the servers to 1.0.4. They had been running with default permissions for the last while.
